2017 College and Community Innovation Program Tri-Agency Financial Administration Guide

Launch of the Tri-agency Guide on Financial Administration (TAGFA) for colleges

Canada’s three federal research granting agencies—the Natural Sciences and Engineering Research Council of Canada (NSERC), the Canadian Institutes of Health Research (CIHR) and the Social Sciences and Humanities Research Council of Canada (SSHRC)—launched in 2017 the Renewal of Tri-agency Financial Administration in consultation with the community. The renewal involves streamlining and simplifying the administration and use of grant funds by creating the principles-based Tri-agency Guide on Financial Administration (TAGFA). More information on this initiative is available on This link will take you to another Web site science.gc.ca. The TAGFA has been in effect for certain programs since April 1, 2020. As of April 1, 2022, this guide will be extended to apply to all grants that are currently subject to the College and Community Innovation Program Tri-agency Financial Administration Guide.

Colleges that are ready to start using the TAGFA earlier than April 1, 2022, must notify the agency in writing by sending an email to financialmonitoring@nserc-crsng.gc.ca to inform us of their preferred start date. Colleges that do not inform the agency of an earlier start date will be expected to start using the TAGFA on April 1, 2022.

The College and Community Innovation Program Tri-Agency Financial Administration Guide was recently revised to reflect the participation of all three granting Agencies (the Natural Sciences and Engineering Research Council of Canada [NSERC], the Social Sciences and Humanities Research Council of Canada [SSHRC] and the Canadian Institutes of Health Research [CIHR]). Changes made to this year’s guide supersede previous versions and take effect on October 1, 2017. The Summary of Changes is available.

Unless otherwise indicated, these policies and requirements apply to all three Agencies. Any exceptions to these will be indicated in the program description of the respective Agency.

Note:

  • For the purposes of this guide, the term "institution" refers to a community college, institute of technology, post-secondary private college or public college (for example, CEGEPs) and could also apply to Canadian universities, if eligible under a specific program. The term "Agency" refers to one of the three agencies—NSERC, SSHRC or CIHR. This guide only applies to grants under the College and Community Innovation Program and not all programs in which the colleges can participate.
